चक्रवर्तिन् is cakravartin. That's the preferred form. Yes, sometimes the /c/ is written as a 'ch', but the word clearly ends in a final consonant. Cakravarti is a possible form, but usually found in compounds like cakravarti-rāja or cakravarti-samrat. Perhaps you were thinking of the Pāli cakkavatti?
