I think you misunderstand the relationships between these organisations. To be fair, I know more about Australia from writing my book, but based on this research it's not exactly 1:1 in that the company does not give direct orders, and the think-tank doesn't slavishly execute them.

Companies or industry associations will fund it to keep it alive, set priorities for research and maybe sit on management committees, but so are other companies/industries. Specifics are left to the org who then has to show impact.

As others have said, there are different groups involved with the Trump administration with their own priorities. What Trump does is in service to Trump, not always the other groups. Sometimes these priorities are in conflict, sometimes a trade off is made, sometimes they just can't control him.
