For councils which receive a significant number of visitors it can be substantial (e.g. Verona, 257k residents, 7,5M€ in 2024) but Airbnb must be registered and non-touristy cities can't benefit.
Tax everyone using an out of town shopping centre ? Why not ? There are plenty of arguments for it.
Tax everyone using motorways ? They do it all over the world. Why not here ?

What you mean is “it’s small enough that we can’t see it in the data” which isn’t the same thing at all.
It's not managed for the national good, self interest is Treasuries priority. UK finance rules are insane Vs other nations
