Oh! I bet it's probably referencing that IBM presentation from the 1970s, with the famous slide that reads something like "A Computer Can Never Be Held Accountable; Therefore A Computer Must Never Make A Management Decision"

Could we make an argument to hold the programmer accountable? I imagine that would lead to programmers either refusing or charging exponentially more to create these. Which, in theory, means fewer are created.
Hmm. Probably depends on the degree of programming, too, because more discrete coding probably comes with specific knowledge of the usage, but holding people who make various Python shells responsible is a logical nonstarter. I'd imagine you'd have to tie it to management first and foremost instead.
