Just to clarify: Hatch Act generally concerns political activity by government employees. Somewhat related to but distinct from criminal conflicts of interest. And IIRC the President is unfortunately exempt from the conflicts statutes (even without the ridiculous SCOTUS immunity opinion).
And technically the ethics rules prohibit using public office for anyone’s private gain … but that’s not enforceable on the President outside of impeachment.
