Seems like it might have made more sense to just make it illegal to sell unpasteurized milk products. Stiff fines would help, too. Other countries have made it illegal to sell unpasteurized milk products - many years ago!

USDA has a dual mandate of promoting agriculture and regulating food safety.

This creates an inherent conflict of interest. We need to strip food safety and human health roles out of USDA and put it in FDA.

Same issue happened in nuclear with AEC (dual mandate) to NRC (safety only).

There's a gaping legislative divide between the words "should" and "shall" in Public Health policies. Too many opportunities to delay, obfuscate, and downplay the seriousness of the situation at hand. The outgoing administration has done nothing, and we can expect much less from the incoming.
