SCOTUS never spontaneously clarifies. They issue an opinion at whatever level of specificity they like, then lower-court judges use their best judgment to enforce what they think SCOTUS meant, and the next time someone appeals to SCOTUS on the question, they might choose to clarify. Unsatisfying!

In the best-case scenario, this gives lower-court judges some reasonable latitude in handling their cases. SCOTUS can't really anticipate all the questions that might come up—it's not that they're withholding a known right answer. But you do have to live with the fact that you might be overruled.
