When I joined the police as a single guy I lived in provided accommodation. A room with basin. Shared kitchen and lounge etc. No charge.
There were police houses for families. No charge. Allowed people to save.

Nurses had single accommodation
Police single accommodation was just across the road from the nurses quarters in Heavitree, Exeter.
A most satisfactory arrangement I gather.
Biggest financial issue 2day is cost / availability of housing.
The police houses were all sold off.
It is amusing when driving around Devon to spot them as they were all built to patter.
