Not as a primary aim, no, but I don't know that in practice there was any way to satisfy the aim of "figure out where this guy is and get him" without toppling the existing government as a side effect, once said government had made it clear they were not going to cooperate with that aim.

He could have been anywhere in the country, so US had to be prepared to develop intelligence and operate literally everywhere, and even then it was going to be a drawn out process (as evidenced by the fact that it took 10 years to find him, by which point he had moved on to Pakistan).
