• Police can’t use rubber bullets, tear gas, or chemical agents:
• Against peaceful, nonviolent protesters
• For curfew enforcement alone
• Because people refuse to disperse
• Peaceful assembly is a protected constitutional right.
• Excessive force against ppl not posing a threat is illegal
