Your power company gives you an estimate when power will be restored, and actually comes in before that? I am impressed. You live much better in Ohio than in Texas.
After every CNN tornado / hurricane story I remember how we (my friends and I) talked, almost half a century ago ;) that the US is Weird ;) - houses are wooden and power lines are above ground, hanging from pole to pole, like they're still locked in a Second (Little ;) Pig's world.
And as for cold per se - overhead lines are more at risk in cold weather, as atmospheric icing, snow accretion et al often are the cause of significant damage and lead to massive power outages.

I live in a country that's cold, so no, it's not that. You don't have to service the underground lines - mist problems that occur happen above ground - switching points, transformer boxes and such.../2
Of course it does ;) - drivers can't see the road, thus ending hitting the power line pole :)
NB - joke aside, the original post was just a segue to the topic, that what was for us (not living in such one ;) an epitome of a rich country, is in many ways so "cheap"
