But I will add I am getting pretty sick of the reactionary responses from us White Hats. Reactionary half-truths are what constitute the Black Hats. Not a good look when good folks blast out reactions tempered only by the limits of emotional expressions on bluesky.

By the plain language of the statute Khalil does not fit the statutory criteria.
Rubio will likely be able to satisfy both standards since Hamas is a designated terrorist organization; Kahlil was actively engaged in activity in support of Hamas and against Israel; and the USA's national security and foreign affairs interest in supporting Israel.
So how does Trump explain his (+ Musk, Vance et al) pro-Putin stand against Ukraine?
