As the decisions appear to be based purely on whether particular key words appear or not, I guess anyone could do it (have they added “evolution” to the list yet)
Seems like they are relying on a presumption of divine intervention as the crucible for what “counts” and where “authority” comes from, ie God must be telling uninformed folks what he wants…(horrifying “theology” of course bc it kills people)
While I unfortunately wouldn’t be surprised if he were involved in these decisions, the alternative explanation is that he wrote the termination template to make sure that it is “legally airtight “ whatever that may currently mean

People with little (or no) expertise are making illegal decision based on meager (or word search) investigations.
None of this is surprising. All of it is terrible.
The whole thing is illegal irrespective of whether someone inside or outside the government wrote it. The termination violates civil service protections.
