Replace “vaccinate” with “provide a Kevlar vest to”, and “preventable disease” with “gun violence”, and unfortunately the answer is no.

Yes, even if their back of a cereal box religion forbids it. In fact, the religious leaders should also go to jail. If there is a God, he/she should at least pay a fine.
