So if passed next year, grocery tax would go down 0.2 %, but gas tax would go up 5% and sales tax would go up 1.5%. Tax increase 6.5. Tax decrease 0.2. Net increase 6.3%.

I’ve lived in a number of states, some with an income tax, some without.
Without is better.
You wind up with structurally higher state employee pensions and they have to go around taxing to keep up with them.
