Yeah, "didn't work" misunderstands the nature of protest strategy. Those protests were incredibly successful as indirect action, both at partisan level (they deprived Trump of political capital) and at issue level (they helped make immigration more popular, setting the stage for reform later).

Yes, immigration got less popular in 2021-4, thermostatically. But in 2021-2 there was still a legislative majority for a path to citizenship (again, Manchin was in favor), it just needed political capital that Biden preferred to spend on other things.
