My child lives in Buffalo for school. Her friend when to CA to pick tulips last weekend. The customs guy made them pull out some tulips to prove they didn't have bulbs so they definitely look for things. I'm sure we'll hear about it if does become a problem. They do let people go to Mexico for meds.
