If they were staffed specifically for this, that means it's not their regular shift

Which means they had people who normally work during the day work overnight

Which is hard to do on short notice, especially if you need your cognitive abilities sharp

Meanwhile if they didn't cut staff, they could have had a regular overnight shift who were used to overnights and not forced to pull an all nighter on short notice.

So even with it being staffed, it's not optimal

the weather people I follow were talking about how institutional knowledge is important for local forecast, and guess what just got laid off at the relevant forecast office. stress is a factor too. you simply cannot ship in a skeleton crew from another office and call it good.
