Only if you look at it from that narrow angle. This is a great opportunity to build a new modern and sustainable housing quarter. Personally, I don't think a large car park so close to the city centre is the most efficient use of land space, regardless of income it earns.
The point is that any claim that revenue will be lost (the angle which the City Tribune chose to emphasise) should be weighed against revenue from Local Property Tax (if applicable).

Agreed, something I'm working on. Though bringing back the clampers or a tow truck wouldn't be a popular choice. A traffic warden on a bike would be the most efficient option in my view. We'd bridge any budget deficit easily! Need the carrot as well as the stick though to help change behaviours.
