To me, the two key questions are (i) whether and how far the EU goes in enforcing it, and (much harder) (ii) how far it goes in defining mis/disinformation that is "harmful".
imho, most agree "harmful" is "bad" but agreeing what is "harmful" is complicated & not really attempted.
