Supported USAID projects 4 20 years. Program delivery done by firms & NGOs, not staff. They design and project manage programs. All staff of firms/NGOs now unemployed. Their employers will shortly file for bankruptcy. Once that happens, will take years to build delivery sys back. It's over. Done.
