Since this is still social media: you cannot directly compare the level of state involvement between the Roman period and today. The Roman state functioned among very different lines (it wasn't even "capitalist" in the modern sense of the word).

However, what you *can* say is that successful bureaucracy was part of Roman success. There were elaborate structures of administration and bureaucratic regimes as well as tributary, stipendiary and tax systems to finance them.
