The holding of migrants at Gitmo seems to be a scare tactic and public warning to immigrants. The intent of the Trump administration has been to intimidate and threaten anyone, from immigrants to federal employees, who opposes his policies or seeks to defend government institutions & Constitution.

It’s not a photo from the first days of gitmo. It’s a tent camp constructed to house detained people in Guantánamo Bay last month.

Any cite for that?
They have not had tent camps there for decades. And they have pretty much empty detention facilities. So using a tent detention center makes zero sense.
