As anyone who's ever seen a buyout program play out...

You tend to lose a lot of your best people -- ie, those who won't have any trouble finding other jobs.

And the departures aren't equally distributed, so you wind up having to hire/train new people, and/or pay overtime -- w/ attendant costs.

Witnessed this repeatedly at newspapers. The best would take the buyout because they could land easily elsewhere or launch their transition to books, teaching, substack, startups. Those mediocre or worse clung to their jobs for dear life while the quality of the paper's journalism visibly declined.

A fed employee told me in her region less than 1% had taken the offer. This tracks with estimates from other sources for the entire civil service. Could be coincidence, for sure.
