It's a non-starter anyway. It requires a 2/3 vote from the House, which Republicans are short of by more than 80 votes. Then it would require ratification by 3/4 of the States. Neither one of those things would happen, especially in sequence.

A Constitutional Amendment has a SUBSTANTIALLY higher bar to meet than the 50%+1 Electoral College win for the presidency. Do you know when the last Amendment met those requirements AND was actually added to the Constitution by the Achivist? It's been a while...because it's hard....by design

Thankfully Congress is a bit different. There's absolutely no way Ogles would get 290 votes in the House and 67 votes in the Senate, and states with Democratic-controlled legislatures would never ratify the amendment.

The text of the proposed amendment doesn't actually name anyone. If ratified (unlikely), any former president who served two terms could be elected again.

But this is a stupid idea and it's likely DOA in the House anyway, along with Ogles' other bills designed to make Trump a dictator.

He can try, but will fail. Amending the Constitution is possible, but nearly improbable needing, for example, 2/3rds of both houses…and then ratified by 3/4ths of the states.
