Do we know how effective the 3 tenets would be?
Versus migration away from the at risk areas like others advocate.
Or both? (as insurability fails too)
The areas of risk are relative
The type of risk and resilient solutions vary
The risks overlayed with insurability are the best data sets

Malibu is built to encourage fuel accumulation, and discourage enforcement, which won’t be funded. It’s ludicrous to rebuild there with frozen property taxes (or at all).
