The areas of risk are relative
The type of risk and resilient solutions vary
The risks overlayed with insurability are the best data sets
There are many, well discussed managed retreat best options

Where would everybody go? We increased structure survival for earthquakers by retrofitting and without moving all of coastal California to....? Do we move hurricane prone Gulf Coast to....? As this paper proposes,effective mitigation can be done for wildfire threat.

There is extensive data and research on this, available for over 3 decades. Nobody listened. The top migration locations are the top climate risk, and now the top insurance risk.

It seems very doable in the Palisades & Altadena, but not in the rushed way the mayor & governor are pushing to rebuild.

Malibu is built to encourage fuel accumulation, and discourage enforcement, which won’t be funded. It’s ludicrous to rebuild there with frozen property taxes (or at all).

Allowing native communities to restore cultural burn practices is helping big time with point 3. This is a great opportunity for the state and tribes to work together- protecting cultural practices and improving wildfire resilience.
