Further (lol it gets worse), the Federal Acquisitions Regulation (FAR) referenced here being rewritten to eliminate "non-statutory" language likely means eliminating any language around prohibitions against providing cleared services through foreign-owned companies, slave labor, etc.

So almost every major agency in the fed govt has an acquisitions office that manages both procurements, material and services acquisition, and dictates the process by which those things are delegated. All of these are getting nuked, according to this language.
