The basic rule is that semicolons can be used to join two independent clauses without a conjunction if the relationship between the two clauses are either contrast or support.
Prefer the established rules and guides. The humor belies a dangerous predicament for all of us wrt 'life, liberty and pursuit of happiness'. Not to be numerous
