For me, though, I'd put "Make" in place of "Borrow" and move everything up one.

I get why you say this. I reckon ‘Make’ is maybe higher up as it involves the creation of something new & therefore consumption of extra materials. Whereas Borrow/Swap/Thrift relies on the use of supplies already consumed, so not adding to the total of human consumption.

Ah -- for me -- "MAKE" utilizes the "use what you have" FIRST and therefore not requiring to obtain additional materials.

Kind of like how a sister of mine can go through anyone's kitchen and create anything edible from what already exists.
Waste not, want not.
