30 yrs ago we had these in our govt office. If you pull off that beige cover you can tweak the guts & change the temp, but that caused damage over time. Might've been a thermocouple? (sense temp, not set)
Eventually maintenance locked them up like this pic so we figured out how to pick the locks.😆
I used to live in a house like that. It was set to freeze your tits off, so I would just put an ice pack on the lock box and soon the furnace would kick in.
They could hire one of the fired air traffic controllers to look after thermostat control. Dealing with petulant maggots would be less stressful than being responsible for human lives. A win-win.

Joe sets his AC to 62, Judy sets hers to 72. Bob sets his heat to 75 and Belinda to 65. And some unknown idiot(s) changes the thermostat in the conference room several times a day.
But because the 4-story building was mostly unoccupied the HVAC was seriously out of whack as it was designed for full occupancy and body heat and one day in the inside temp in our office suite was 58 on a hot July summer day.
Probably the opposite. When I worked in Dallas, overweight boss MEN wore long sleeve shirts, ties, then complained it was too warm so the temp was set around 65F. 🙄🥶 Then you walk outside & it's 100F+ and humid.
Women & peons used space heaters in their cubicles & wore coats in summer.
I am remembering my Dad working 20 years in the temporary Munitions Building on the Mall. July and August were extra special - full suit and tie or uniform required.

We had them yrs ago in my Fed office because entitled selfish *large* men would turn the temp waaaay down. Others (esp women in summer attire) froze 🥶 & brought in space heaters to compensate, which was considered a fire code violation. Bldg was supposed to be 74F.
I worked in an office where no one could agree on the temperature. The skinny gals thought it was too cold. There was one who wore a coat indoors in the summer. The rest of us thought it was too hot. If the thermostat had been locked, we all would have quit.
Next thing you know they’ll be blaming Biden for this. …To be fair it was probably part of the child-proofing rush when it became official the toddler in chief was coming back.
