Pinellas county system (St. Pete/Clearwater, etc.) has seed libraries in some branches. I love that they're in old card catalog drawers. Also ukuleles!

Absolutely! A lot of libraries have a “library of things”, or unconventional items for circulation. The library I work at has cake pans, fishing rods, a telescope, a microscope, blood pressure cuffs, and a seed library.

At our library, if you go in to get your seeds then you get to choose which 4 you get. If you want to just fill out a Google form to request seeds then they will mail you 4 random packets of seeds.

I picked up marigold and snapdragon seeds for a bare spot last summer. I had a few snapdragons bloom before the marigolds overwhelmed them. I cut down the marigolds when it was too cold & I used some of the dried blooms to re-seed the spot.
