Any place you can't drain you can use mosquito dunks. It's not just a nuisance issue it's a safety one. West Nile which is common in the northeast can be deadly. And there's been recent domestic transmission of malaria (still rare but)

Learn from the horror I have witnessed! Seeing *squads* of mosquitos zoom out of the bottom of your planter is not for the faint of heart!!
1) clean your outdoor planter base regularly in the summer

It’s worth noting that vaccines for many of these exist & if you’re hearing about them on the local news or the state health department website, you might want to ask, especially if you work outside a lot.
