It is public knowledge that Saudi Arabia owns enough of Twitter to have access to all the data. Twitter already said this. They also donate enough to many DC think tanks that they basically own them.

I have no trouble believing it was done entirely on the Saudi side, unless the man was extremely scrupulous about using a VPN and was connecting to a Twitter server physically not within Saudi control. I also have no trouble believing US Twitter would eagerly turn over data immediately when asked.
