Things will only get deadly serious if Merz fails on the second vote. Then you get into very dangerous territory where Steinmeier might have to call a new election at a time when the AfD is leading outright in a handful of polls, or have Merz come in as a minority chancellor with only a plurality.

I find it fascinating historically that this three-phase system in Article 63 was written to replace the Weimar Article 53 that gave the appointment power directly to the President, and instead it became a recommendation that parliament would vote on. Today is the very first time we go to Phase Two.

(in other words, Article 63 and this process we are in now exists to block a move like President Hindenburg did in appointing Hitler even though he did not enjoy the confidence of the parliament. It was carried over from the Kaiser era, since the President was seen as the constitutional equivalent.)
