So who is in charge of that strategy for wellbeing? Does that person have the capacity in their work day to bring about change that will build a positive culture? Or are they so busy juggling other things that staff wellbeing gets knocked down the list?
Massive wellbeing ticking timebomb is funding. Funding = TA support & possibly removed significant planning through high quality scheme or 2 = better balance and therefore wellbeing.

Some HT are great at all this, but I would say the vast majority of them are far too busy.
My staff surveys are crafted to get people to open up and relay the information that really leads to effective change.
Because you are right, just asking bland questions gets you no-where.
For instance, you can't expect people to eat healthily and look after their physical health if there isn't room in the fridge for food, or duties every lunch
