Instead, they've attempted to sneak it into the current LUCS process, which is only necessary due to the DEQ fine. 3/

With all the DEQ public information meetings over the past little while, no one at the state, city, or Zenith itself opened up about the plans to expand. And here, public records revealed how the city attorney's office has attempted to use "attorney-client privilege" to hide communications about Zenith —including explicit attempts to claim privilege over "political strategy"—from the public. 5/

The city started to change how it talked about Zenith in public records, just a couple of weeks after Street Roots started requesting records that include the word "Zenith." Instead, administrative staff referred to a "specific property in NW," when referring to Zenith's properties. 6/

Presumably, there will be a lot of upcoming work around Zenith, and hopefully, these 10,000+ words or so will serve the public interest. (That is, after all, what the partial fee waivers for these records were for.) 7/
