The City of Portland faces a new legal challenge over its recent land use approval for Zenith Energy. Today, 350PDX, Willamette Riverkeeper, NW Environmental Defense Center and 18 Portlanders filed a Notice of Intent to Appeal at the state Land Use Board, setting up some draaama.
