Remember when the City Council rejected this grant when it used to have arrest quotas, and then the state removed them? If the Council wants to see it change again, they need to send a forceful message.

Which to me says that the state-level program is where the ridiculousness is coming from, and (as you say) the city should have the discretion to go after the actual harm: dangerous drivers, not cyclists rolling through lights.

(I freely admit it: I bike a lot and I run lights, BECAUSE IT'S SAFER.)
