They did this back in the 1990s. They saw that the highest department expenditure was for Nursing.
They were too stupid and arrogant to figure out that nurses make up the highest number of employees. Replaced nurses with untrained, unlicensed "assistants" and literally killed people.

That's fuckin insane. My wife is a physician and she talks about that all the time. There are a lot of dumb ass doctors (often new grads) who underestimate how powerful trained RNs are to managing a patient panel too.

Yeah. There was a plant nursery in our area that was bought by two people who had zero experience with the nursery business. The new owners fired all the highest paid employees, who were the ones who knew every aspect of running the business. The business went under within months.
