Congressperson John Lewis, whose ‘good trouble’ they love to quote so much, was arrested 45 times in his life. The last was in 2013 protesting for immigrants, during the Obama presidency.

John Lewis was my rep for about 20 years. He was a man of deep integrity and was not afraid to get in the mix if necessary. I'm grateful to have both met him and have been one of his constituents.
When the Muslim Ban was tried in 2017 and the airport shutdown protests started, he showed up immediately, shook a bunch of hands, and went to sit in CBP’s office at Hartsfield-Jackson until he got answers
Members of Congress who fear arrest resulting from fulfilling their constitutional obligations, to preserve and protect the Constitution, are cowards who do not deserve the honor of their public service positions.
If he was alive I guarantee he would have been arrested in the past 2 weeks. Unfortunately his kind of courage and integrity doesn’t exist in Congress anymore.
He got his start in community organizing and civil disobedience in a time and place of mortal danger, then moved to politics. It's scary for lifelong professional politicians to move in the opposite direction, even if the only choices are that or capitulation.

Arrest was a considered strategy by members of Congress for years
