I think so. I do have photographs from Bodo, Norway from the 1880s. The men wore a gold earring. Sailors. The ladies, girls, and babies had lovely outfits. They must have been well off for their time.

80-90% of people in Norway have some proficiency in English. They rank 5th globally for fluency in English. Also over 40% of Canadians can hold a conversation in multiple languages, mostly French but over a million people speak Mandarin Chinese.
