The unspoken background belief seems to be that EPA's work will "speak for itself," or that the legacy media will dutifully & fairly report what EPA does to the public -- that communicating the merits of a competent bureaucracy is someone else's problem. But no one's doing it!

The administration simply does not care. And the bulk of the population, as you point out, doesn't understand what the EPA (or most government agencies) actually do. Trump has succeeded in casting basically all govt spending as waste, and the Dems have utterly failed to make the counter argument.
