This is bad, but I'm not sure what they mean by impact to GPS. The GPS monitoring stations used to calibrate the whole system have nothing to do with this, they're run by the DoD. Maybe they're used as differential GPS stations? Those are used to improve GPS positioning, but aren't necessary.

Not being a GPS specialist I can't directly comment specifically on this beyond what the EarthScope representatives say at the link, however for the seismology side EarthScope field personnel are often the ones who maintain the physical stations for the US component of the big international networks

The CORS GPS stations (which are used to refine positioning for navigation) is not all run by the DoD. EarthScope is the organization that united UNAVCO (the US GPS organization that ran GPS stations for USGS, NASA, an NSF) with the US's main seismometer instrumentation organization.

DoD stations define WGS 84, the reference frame used by GPS. When those shut down, GPS shuts down. I suppose it depends on your application, but the impact of things like CORS stations have looks to be for scientific and survey efforts in the US more than navigation.

Maybe I'm just being pedantic, it's just that this doesn't look to me like "shutting off parts of GPS," since these are separate systems that make GPS more useful in certain applications. There are thousands of receivers on such networks. IGS is a big one, JPL has a bunch in CA, etc.

UNAVCO was and EarthScope is responsible for the physical maintenance of USGS/NASA/NSF permanent GPS stations in CORS (and probably other networks, again my experience and contacts are mostly with the seismology side of Earthscope).

I would guess these are what are referred to in the article.

Not that I disagree with the overall point, but aren't they saying they'll shut off the GPS receivers? (Presumably ones used to accurately track tiny shifts in tectonic plates?)

The permanent GPS stations are used in navigation.

"For most GPS applications in surveying, mapping, and related disciplines, these accuracies are insufficient. In order to improve positional accuracies to the level of a few meters or better, a relative positioning technique is usually employed."

Broader implication: allowing for nuclear bomb testing. There’s a global network of seismometers that’s used for detecting when underground nuclear tests are performed. If this is the network that’s disrupted, Russia, N.Korea, Iran, etc could test bombs with no culpability.

I am slightly less worried about those networks as they're either maintained by non-civilian organizations (the closed networks) or jointly by multiple countries (the open ones).

EarthScope closure or USGS cuts would not help the latter networks, but I'm fairly confident others could take over.
