Not everywhere. Wearing seat belts didn't become mandatory nationwide until mid 90s. I remember being annoyed at a sibling making me wear 1 in their car in early 90s.And that was just the front seat.Back seat wasn't mandatory.Around then also became illegal for minors to ride in the back of a truck.

The last US Model year to have no seatbelts at all was 1967; but that was catch-up, because all 50 states had already mandated them locally, by '65.
But it wasn't until 1974 that 3-point, in all seats was the law.
