I think this number is just to put things into perspective, nothing more: as this is less than 2% of the *successful* grant applications... and researchers funded.

I took it not so much as an attitude of entitlement but more as an observation of the scale of funding that would be required to offset what's being cut in the US. Scientists are pragmatic; they know there's no way to replace what's being lost, even if global recruitment of US talent was a priority.
