2/ The Passenger Vessel Services Act was designed to protect US shipbuilding back in the 19th century. It failed miserably, but lingers on. And it's been in the right wing's crosshairs for a long time. This is from 2021.

3/ At this point, the PVSA pretty much only "benefits" other countries, something that the US government isn't currently known for. It's unclear how many cruise ships would stop in Victoria if they weren't forced to by that law.

4/ So, if Victoria is going to continue to host cruise ships, then shore power is good as it reduces local pollution. And perhaps there's a way the infrastructure could be repurposed when the cruise industry collapses.

I have no real knowledge, but, on this specific proposal, I think not. I think they're responding to the nasty local pollution and noise they cause by running their engines even while docked. So it's a good thing IF we expect the industry to continue here.

On other GVHA expansions I think "yes".

I'd rather phase out cruise ships, but that's a hard sell in what looks to be tough economic times. I think this will make life better for people in James Bay assuming the cruise ships keep coming. I'm just not sure that's a good assumption!

Great point. I had celebrated the fact that we’re finally leaving the 19th century but this is a silly US law that serves no purpose anymore and who knows when someone brings it up
