At this point, the feds are quite literally snatching people off of the street where convenient: usually, where people are outside together, like street vendors. It’s a quick hit—a couple of cars, several agents, & over in 20 minutes or less. Rapid response is now hyper-local.

Disabling tires is a good way of strandling them but better options exist; load the tailpipe with expanding foam while it's turned off.
For identification purposes glitter glue diluted a bit in a super soaker would do it.
When they come back from their raids terrified of what could have happened it's going to reduce their numbers greatly because of the potential risk.
