Wilson, Jordan, and interim Deputy City Administrator Donnie Oliveira were instrumental in granting Zenith their LUCS.

Oliveira in particular was running the show.

Oliveira has risen through the ranks by being a PBA favorite, advancing corporate friendly strategies instead of actual regulation.
