After all, if you're a critter looking for a meal, why not look vaguely human? Put on some clothes. Hide in an alley. Call out for folks. Say you found something weird.

It ties in with the deeper lore where the "smallfolk" were basically pawns in history only changing now.
It's worth noting that in almost all anime, the more inhuman and monstrous something is, the less dangerous it actually is (not to say that they're harmless). The more that it looks like a human, the more powerful and deadly it truly is.
