I’m in my late thirties. I’ve dealt with this situation you have expressed in my career in a larger scope - and I’ve seen team and functions with more money than all of cEDH combined still waffle on action.
It’s a people question.

Speaking for myself - this ‘lack of action and accountability’ (though not my choice of words) in others is why I choose to do nothing.
